What security arrangements were in place during the construction of OPAL?

During construction, the OPAL reactor site was covered by site security arrangements, which were approved by ARPANSA and ASNO and were integrated with ANSTO's own security arrangements.  Only authorised persons were admitted on site during OPAL's construction for reasons of community safety.  ANSTO's construction security plans were subject to rigorous audits conducted by outside experts.
